peculiarity of tiki-p_admin_wsorkspace as global perm

Following what I found in the code, I made some attention as to:

global perm (eg to 'Editors') tiki_p_admin_workspace will always be granted
also in case of same or any other ws objectperms assigned for the ws object.

So if Editors have tiki_p_admin_workspace they will be able to admin all workspaces

In this case I think workspaces make a unique' case of a global perm that is not superceded by object perms.

Thanks, pingus, but I think that we shouldn't change the way global and object permissions work in Tiki, so I would suggest to revert that change: no unique cases different from the normal behavior in tiki.

I assure you that this is what was already there in the code.
And it makes a lot of sense. To have somebody outside of any workspace, but not an admin (he'll be always able to do it) who can enter and fix things if a Teacher messes things up.
I propose to ask someone else for an opinion
